In the surveillance camera video, a boy can be seen standing by the rear passenger door as being about to get in the red Hyundai car.

At this moment the headlights of the vehicle flash on as his mother, who is reportedly behind the wheel, starts the engine.

The next moment the car starts moving and hits the boy who is still standing on the tarmac behind the open door.

The impact sends the child onto the tarmac, and the next instant the right rear wheel runs over him.

The boy is left lying on the tarmac when his mother finally notices what happened and rushes out of the car for his help.

However, she forgets to stop the engine and the car continues to move with her other child reportedly sitting in the left rear passenger seat.

The woman picks up her son from the tarmac and rushes after the moving car carrying the child in her arms.

Some female passersby can be seen rushing to help as the car hits the wall of an apartment block and stops at the end of the video.

Reports say the boy was taken to the hospital with numerous injuries and is receiving all the necessary medical help.

Local police released the video on their website as a warning to parents to be more careful when traveling with children.

According to authorities, four administrative offense reports have been drawn up against the 36-year-old driver, whose name has not been disclosed.

The mother was accused of committing a traffic accident, leaving the scene of a traffic accident, violating the rules of transportation of underage passengers, and absence of compulsory insurance.

The police have yet to specify what punishment the inattentive mother will face in the aggregate.
