Police in California are investigating reports of animal cruelty after videos have emerged showing a woman dragging a small dog on a leash while riding an electric scooter.
The incident took place on Sunday afternoon in the 2100 block of Pine Street in downtown Bakersfield.
Facebook user James Dowell shared a pair of videos from his home surveillance system showing an unnamed woman speeding on a Bird rental scooter down the street with a mixed-breed black-and-white pooch named Zebra dragging behind the vehicle.

An eyewitness reported seeing the pet being dragged along the road on its side at about 15mph for at least 100 yards
The unnamed suspect is seen wearing wireless headphones while riding the Bird scooter with the tiny dog in tow
The scooter rider stopped after being confronted by a pair of cyclists on the road, who then followed her to her home
Dowell wrote in a status update that the only reason the scooter rider stopped was because she was confronted by a pair of bicyclists.
Another eyewitness, Brandon Sanders, also shared still photos of the woman grinning while holding the bloodied dog in her arms.
In the images, all four of Zebra’s paws appear visibly injured and the woman’s red sweater is smeared with what look like the dog’s blood.
Sanders wrote in a post: ‘The dog was on its side and we watched it being drug [sic] at least 100 yards and there’s no telling how long she had been dragging it for before we saw her. You can see that its paws are all completely bloody.’
The Good Samaritan recounted that after he and his companion followed the woman to her apartment, ‘she had the nerve to tell us that “s*** happens, just like with kids.” WTF?!?! Ummm yeah I don’t drag my kids down the street by a leash.’

According to a statement form the Bakersfield Police Department, officers were dispatched to the scene at 3pm after getting reports of animal cruelty.
Witnesses directed the officers to the scooter rider’s home in the 2200 block of 24th Street, but no one answered the door that afternoon.
The following day, police determined that the woman riding the scooter with Zebra the dog in tow was not the pet’s legal owner.
According to investigators, within two hours of the scooter-dragging incident, the owner of the dog had taken it to a veterinarian, where Zebra was treated for its injuries and released. It is expected to make a full recovery.
Based on those details, the dog was allowed to remain in the care and custody of the legal owner.

The woman on the rental scooter was interviewed by police and released without charges pending further investigation.
Bakersfield Now reported late Tuesday that the woman in the viral video has retained an attorney, who released a statement saying she ‘loves animals, aseptically Zebra,’ and that what happened Sunday was an ‘isolated incident.’
It is not clear how the woman on the scooter is related to the dog’s legal owner.
